As to my recollection, shortly means any time now, which would be completely unlikely for an online money handler, as a rule. 'In a timely manner' would have much more of an appropriate response, which is encouraging while not setting the bar too high for themselves. But, for myself, the use of 'shortly' as their timeline goal would be almost like a bald-faced lie, calling for immediate distrust.
